This symbol is the Universal Warchalking Symbol to indicate an Open Wifi Network in the Area. It is chalked on all sorts of objects by Wardrivers.
(Actually, there is some debate as to whether "warchalking" has ever actually been widely used. As of two years ago, there was little anectdotal--and no direct--evidience of frequent use.)
