Maximum Segment Lifetime. Typically 2 minutes (120 seconds). 2MSL means 2 x MSL or 240 seconds.

This is as long as a packet may roam about in the Internet. Since the TTL has a max value of 255 this will fit.

A TCP TIME_WAIT state may stay up as long as 2MSL. MSL is explained in RFC 793.
